Eagle, Joshua Gary

My work focuses on the regulation of coastal land use and ocean uses such as fishing, oil and gas production, offshore energy, and aquaculture. On the coastal land use side, I focus on legal tools for managing conflicts that arise due to the intersection of public and private rights at the coastline. With respect to ocean use, I have spent the past fifteen years working on (1) how to improve our currently dysfunctional ocean laws, and (2) the design and implementation of effective spatial governance.
