My work focuses on the regulation of coastal land use and ocean uses such as fishing,oil and gas production,offshore energy, and aquaculture.On the coastal land use side, I focus on legal tools for managing conflicts that arise due to the intersection of public and private rights at the coastline.With respect to ocean use, I have spent the past fifteen years working on (1) how to improve our currently dysfunctional ocean laws,and (2) the design and implementation of effective spatial governance.
