These further stipulations
limit the Federal Government’s role in research misconduct (fabrication,
falsification, or plagiarism) to well-documented, serious departures from
accepted research practices.
It establishes a minimum
standard fro measuring acceptable behavior, not a standard for judging all
research behavior.
