 Primer on F&A  Costs
 
   FACILITIES AND ADMINISTRATIVE (F&A) COSTS
    F&A costs are also referred to as indirect costs or overhead.


F&A Costs Rates Agreement
 

   
   
  1. F&A costs are applied to Modified Total Direct Costs (MTDC), which consist of all salaries/wages, fringe benefits, materials, supplies, services, travel, and  up to the first $25,000 of each subgrant/subcontract (regardless of the period covered by the subgrant/subcontract).

  2. MTDC shall exclude equipment, capital expenditures, charges for patient care, tuition remission, rental costs of off-site facilities, scholarships, & fellowships as well as the portion of each subgrant/subcontract in excess of $25,000.

  3. Any rate other than the USC approved indirect cost rate must have supporting documentation.
     
  4. Federally Funded Non-Research Projects over $200,000 per year: Indirect costs must be requested at the allowable rate. The indirect costs for these projects must be remitted to the State of South Carolina and are not available for University use. No waiver of allowable indirect costs are allowed.

     

 

   
   
  1. There are on-campus and off-campus rates for different types of activities. Also, the rates differ for senior and regional campuses, and the School of Medicine..
     
  2. When preparing a budget that encompasses budget periods with different indirect cost rates, use the indirect cost rate that is in effect at the beginning of each budget period. 


  3. For budget periods that extend beyond the date of the predetermined rates,  the provisional rate applies.
